U.S. and Indonesia Details for the Recently Reached Framework on Reciprocal Trade Deal and Other Potential Deal Updates
We’re sharing a brief update on recent and upcoming U.S. trade actions that may impact importers—especially those sourcing from European Union, Indonesia, the Philippines, Japan, Vietnam, and other key partners. These changes reflect the U.S. government’s ongoing shift toward reciprocal tariff frameworks under IEEPA.
Key Highlights:
European Union: July 27, the Trump admin announced a framework for a US-EU trade deal imposing a flat 15% tariff on EU goods imported to the U.S., including automobiles, wine, and other products. The EU agrees to 0% tariffs on most U.S. exports, effectively opening markets and reducing barriers. Specifics on the tariffs TBD.
Indonesia: Trade agreement finalized. U.S. will apply a 19% IEEPA-Reciprocal tariff on Indonesian-origin goods, with potential exemptions for non-U.S.-produced goods. Most U.S. exports to Indonesia will enter duty-free.
Philippines & Japan: Pending agreements expected to reduce or eliminate tariffs on U.S. goods. In return, the U.S. would apply reciprocal tariffs of 19% (Philippines) and 15% (Japan).
Vietnam: Discussions are ongoing; similar reciprocal treatment may apply.
Country-Specific Rates: As of July 7, letters sent by the White House announced new reciprocal tariffs effective August 1, 2025:
Canada, Mexico: 25–35% (USMCA-compliant goods exempt)
South Korea, Malaysia, Kazakhstan, Tunisia: 25%
Bangladesh, Bosnia and Herzegovina: Up to 50%
Other Updates:
· Section 301 investigation launched into Brazil’s digital trade practices.
· CBP system changes expected to roll out in August for handling IEEPA-Reciprocal goods, especially Section 232-related items.
Compliance Reminders:
· August 1, 2025: Country-specific IEEPA tariff rates resume for most countries.
· August 12, 2025: End of 90-day pause for China-specific tariffs. However, multiple sources reporting Beijing and Washington agreed to extend the China-U.S. tariff truce by another 90 days; CBP updates anticipated.
